Max Brogan (Harrison Ford), werkzaam bij de Immigratiepolitie in L..A., hanteert met gemengde gevoelens de regelgeving tegenover de duizenden immigranten die hem passeren. Via zijn ogen, maar ook door die van zijn collega Hamid Baraheri, immigratieconsultant Denise (Ashley Judd), en haar man Cole (Ray Liotta) die voor de beoordelingscommissie werkt, is te zien hoe talloze mensen van verschillende nationaliteiten trachten de grens van L.A. over te steken, in de hoop daar een beter leven te vinden. Door de verhalen van deze mensen wordt pijnlijk duidelijk wat het verschil is tussen de Amerikaanse Droom en de harde realiteit die de vele immigranten in het L.A. van de 21e eeuw aantreffen.

Max Brogan (Harrison Ford), working at the Immigration Police in L.. A., the regulation applies to mixed feelings towards the thousands of immigrants who pass. Through his eyes, but also by that of his colleague Hamid Baraheri, immigration consultant Denise (Ashley Judd) and her husband Cole (Ray Liotta) who works for the evaluation is to see how many people of different nationalities attempt on the border of LA to stabbing, in the hope of finding a better life. The stories of these people is painfully clear what the difference is between the American Dream and the harsh reality that many immigrants in the LA of the 21st century find.
